Report of the meeting of the Parish Council of Castle Hedingham held on Wednesday 12th March 2008, issued by the clerk

Youth Council Report – The Youth Council will be holding a team building day at Danbury, linking with Black Notley and Hatfield Peverel Youth Councils. They have plans for a talent contest and have secured £2,000 of funding to invest in the Youth Club held in the Youth Centre at Hedingham School.  Plans are continuing for the Youth Fest scheduled to take place in July 2008.  Councillors expressed their appreciation for Mr Tame’s work and commitment to the Youth Council.

Parking on Verges –Essex County Council has written to a number of residents advising them that they must cease parking on the verge at Crouch Green  as it is becoming a maintenance issue.  Essex County Council will undertake repairs on this occasion but have advised residents that they will be liable for any further repairs if parking continues.   Braintree District Council considered this matter at the Halstead Local Committee on 11th  March.  District Councillors had expressed their concern that this matter had not been progressed sooner and are now looking at two options: one a blanket ban on parking on all green spaces or two banning parking on ‘hot spots’ identified in the area.  Councillors were pleased to note that the verges at Crouch Green will be included whichever option is pursued.  

Community Bus – Essex County Council are working with the contractor and an additional bus is being provided on the 331 Service.  Councillors were pleased to note that Essex County Council consider this to be one of the most successful Community Bus Schemes.

Planning Recommendations

The Parish Council  discussed the recommendations of the Planning Committee and agreed responses to the following planning applications: .

Application 08/00392/TPOCON – Carry out works to trees  37 Bayley Street, Castle Hedingham. No objections.

Application 08/00439/FUL – Extension and conversion of existing garage outbuilding to ancillary living accommodation - Rushley Green Farm, Rushley Green, Castle Hedingham and Application  08/00444/FUL- Erection of replacement chicken shed Little Lodge Farm, Sudbury road, Castle Hedingham – are still under consideration by the planning committee.

Parking Allfrey Court –Greenfields had written to advise the Parish Council that Highways have contacted them regarding the possibility of implementing parking restrictions in the turning bay directly outside the Allfrey Court at the end of New Park. Essex County Council would need to carry out both formal and informal consultation with the residents.   As these properties have their own parking spaces to the rear of Allfrey Court not parking at the front of their homes should, in practice, not be an issue as, from what Greenfields Officers have witnessed the rear car park is usually empty.  It was agreed to write to Essex County Council supporting this proposal.
