Report of the meeting of the Parish Council of Castle Hedingham held on Wednesday 17th May 2006 issued by the clerk

Election of Chairman - Mrs Allfrey was elected to serve as Chairman for the ensuing year.

Vacancy – There is a vacancy on the Parish Council following the sad loss of Mr Seaman.  Parishioners who would be interested in becoming a Parish Councillor should submit a letter (no more that one A4 page please) to the Clerk explaining why they would like to stand.  These will be considered at the next meeting and a new member co-opted.  The Clerk’s address is 3 Hawthorns, Sible Hedingham CO9 3PD.

Youth Council Report

Launch Event - The Launch of the Youth Council had run very smoothly with Sir Alan Haselhurst and other local representatives in attendance.
Youth Shelter – The Youth Council have arranged a meeting with Sible Hedingham Parish Council about a site for the shelter.  The intention is to apply for funding for an Essex Rural Development Grant in October. The Youth Council would have considered Castle Hedingham for a shelter but they were aware that this had been considered and an adequate site could not be found.

YHA Castle Hedingham  - The YHA has advised the Clerk that as Castle Hedingham is one of its less used hostels and it would cost £350k to bring it up to fully modern standards it is scheduled for closure in October 2007. It is anticipated that it will not be placed for sale on the open market for at least a year.

Stansted Airport – Uttlesford District Council had advised the Parish Council  of a new application to extend the use of Stansted Airport. It was agreed to object to the application on the following grounds: detrimental environmental impact of extra aircraft; the increased noise pollution of more planes stacking over Castle Hedingham; the fears of fuel dumping and the impact of the increased burden on the local infrastructure.

Annual Parish Report – The Explorer Scouts were thanked for their work in delivering the Annual Report and it was agreed that they receive a grant of £90.  Mr Pewter was thanked for delivering the leaflets to the outlying areas of the village.

Planning Comments
Application 06/00766/TPOCON - Carry out works to trees - Orbell House, 8 St James Street, Castle Hedingham –  The Parish Tree Wardens have no objections to these trees having surgery.
Application 06/00750/LBC - Reconstruction of two bathroom walls and repairs - 7 Pye Corner, Castle Hedingham – No objections as long as these plans have the approval of the listed buildings officer.
Application 06/00807/FUL & 06/00808/LBC – Erection of single storey rear extension and detached play room building for family use - 22 Churchponds, Castle Hedingham –  No objections.
Application 06/00777/FUL - erection of kitchen extension and conversion of garage to lounge - 110A Nunnery Street, Castle Hedingham- No objections in principle but Councillors were very concerned that the plans are so badly drawn that it is very difficult to be clear what the proposals are. One Councillor withholds his approval until accurate, readable plans are provided.

Braintree District Council Parish Partnership Agreement– The Parish Council agreed to sign up the partnership.

Litter Bin, St James Street – Mr Pewter agreed to try and repair the litter bin near the tennis courts.
