Jim MooreTribute to Jim Moore – Shortly after this meeting Councillors were very saddened to hear of the death of Jim Moore. Jim had worked for the parish keeping the village neat and tidy for over ten years. His tireless efforts and massive contribution to the community have always been very much appreciated and will be sorely missed. Councillors’ deepest sympathy goes to his widow, Daphne, and his family at this sad time.

Vandalism and One Way System Signs Church Ponds - The Clerk had received four letters from parishioners regarding further incidents of vandalism where the temporary one way signs had been overturned, on one occasion damaging a house. It was noted that Essex County Council Officers had arranged for the poles on the signs to be shortened to make turning the signs over much more difficult. The County Councillor had spoken to the local police and they had agreed that they will target police patrols in Castle Hedingham on Friday and Saturday nights.

Memorial Hall Garden Refurbishment –The grant for this project had been received from Braintree District Council and a meeting to agree the arrangements for completing this project had been held. Some materials had already been purchased and it is anticipated that the garden should be completed by the end of the year.

Planning Comments
Planning Application land to the rear of 118-132 Nunnery Street – This application had been refused at the Halstead Area Planning Committee in October.
Application No.: 05/01897/TPOCON - Carry out works to trees - Goston Mount, Pottery Lane, Castle Hedingham – No objections.
Application No.: 05/01887/LBC - New roof with internal repair work due to fire damage - 14 Church Ponds, Castle Hedingham - No objections necessary and well planned
Application No.: 05/01954/LBC & 05/01953/FUL - Erection of single storey extension. Demolition of existing garage and covered area and erection of new garage - Orbell House, 8 St James Street, Castle Hedingham - No objections seems fine and will improve the appearance.

Village Design Statement (VDS) – Mr Higgins reported on a very successful open meeting that had been held on 10th October attended by 48 parishioners. Jan Cole from the Rural Community Council of Essex had made a very good presentation to the meeting and those present had overwhelmingly voted to move forward with the project. It was noted that it will be run by the community and not the Parish Council. Jan Cole had bought a list of the fourteen tasks that need to be undertaken to the meeting and those present had signed up to areas they would be willing to help with. The next step recommended by Jan Cole is to hold a further meeting with those who had expressed an interest in the project to agree on a steering group and make arrangements for a workshop to be held. It was unanimously agreed that Mr Higgins and the Clerk should liaise with Jan Cole to agree a suitable date. Those who had expressed an interest in the project will be invited to attend the meeting and it will be publicised with posters and a press release

Queen Street Traffic Calming Review Meeting - Mr Higgins and the Chairman had attended a meeting with residents and Essex County Council Highways Officers to review this scheme. It was unanimously agreed at the meeting that the installation of the bollards had been an improvement. Several options to modify and improve the scheme had been discussed.
