Power Cuts – EDF had spoken with the Clerk and advised her that there had been two major factors in the problems experienced in Castle Hedingham. The first relates to problems on the high voltage networks in Halstead and extensive refurbishment works are being carried out. These works will continue for some time and variances in power supply will be experienced during this time. The second problem has been trees on the line and works to address this issue have been taking place over the summer. There have been some delays in these works as EDF have been sensitive to farmers needs not to carry out works until crops have been harvested. A series of planned power cuts have taken place whilst these works have taken place and will continue until 2nd October. EDF stated that parishioners should see a significant improvement in supplies once this work is completed. They also advised the Clerk that a representative would be willing to attend a Parish Council meeting.
Post Office – No details had yet been forthcoming about the consultation regarding the future of the parish’s Post Office. A four-hundred signature storm petition had been signed supporting the continuation of this service.
Nunnery Street - The Parish Council was very concerned that the very dangerous pot hole in Nunnery Street near Nunnery Bridge has still not been repaired. The Clerk will contact the County Councillor to progress this matter.
Planning Recommendations
a) Application 07/01289/OUT – Conversion of existing building to four no. two bedroom apartments and erection of one no. new two storey dwelling with associated car ports and parking - The Old Police Station, 32 Queen Street, Castle Hedingham – This application had been recommended for approval by Braintree District Council Officers. The Parish Council and 16 Parishioners had objected to the application. The Parish Council Vice Chairman attended the Braintree District Council Planning Committee Meeting that was considering this application to reiterate the Councils concerns. This application was refused by Braintree District Council.
b) Application 07/01423/LBC - Conversion of existing building to create single residential dwelling and construction of new garage and workshop - The Old De Vere Primary School, Queens Street, Castle Hedingham - No objections to the conversion of the old school house. Councillors would like more detail regarding materials colours, finishes and drainage. The design featuring the garage on the first floor is curious and there is some concern about having a two storey dwelling in this location outside the village envelope.
c) Application 07/01692/FUL - proposed new workshop – amendment to approved application 07/00278/FUL - The Old De Vere Primary School, Queens Street, Castle Hedingham - No objections. However the Parish Council request that the a restriction is placed on this building which will be outside the village envelope to ensure the workshop is used only as a workshop for private use and not a dwelling.
d) Application - 07/01811/FUL – Alterations to single storey front extension - 21 Nunnery Street, Castle Hedingham - Still under consideration by the Planning Committee.

Queen Street - A parishioner had contacted the Parish Council regarding the priority system in Queen Street, where she had been experiencing problems when leaving the village because oncoming cars are not slowing down to check that the road is clear. She requested clearer road markings and a STOP sign on the road. It was noted that Highways had refused the Parish Council’s request for a STOP sign but they had agreed to put clearer road markings in place. It was agreed that the County Councillor be contacted to ask that these works be put in hand and also enquire whether a solar power warning sign saying ‘Give Way’ could be considered at this point.
Gravel on Road – Householders are reminded that it is their responsibility to sweep away debris washed from their property (such as gravel) onto the public highway.
